Si definiscono stati regina quei paesi che hanno un grande potere ed una totale indipendenza ma che non sono riusciti ad assurgere ad un ruolo di controllo totale di una metà del sistema mondo. Con l’espressione stati cavallo si intendono quei paesi i quali per forza ed estensione dovrebbero essere stati pedoni, ma che invece per caratteristiche specifiche (finanziarie, culturali, belliche, specifici interessi di nazioni più potenti, posizione geografica) hanno ruolo strategico rilevante e possono agire con un certo margine sulla scacchiera influenzandone gli equilibri. Quando l’algoritmo restituisce un valore compreso fra 31 e 33, esso definisce uno stato Cavallo.
